The heart and mission of SSCA as well as its parent organization, Sister Cities International, is to engage in citizen to citizen diplomacy with the goal of enhancing understanding and cooperation between people in different countries. This implies travel to and from another country, hosting visitors, being guests, and exchanging gifts. Protocol encompasses all of the rules and expectations about behavior in these settings. Understanding protocol is understanding how to act when interacting with people from another country or culture. Understanding protocol means that you, as the traveler, the host, or the guest, take the time to learn about how certain everyday behaviors you engage in might be considered rude or offensive by others. When officials are involved, the order and precedence of international protocol is keenly observed. SSCA is very fortunate to have Sherri Ferris, a professional protocol expert serving on our team. She’ll be reminding us of the rules, importance of using proper titles and telling us about protocol lessons learned from real life experiences involving government officials, the military, the academic world, religious groups and the business community.
Sister city relationships require cultural sensitivity and thoughtful strategic planning as well as savvy gift-giving, especially for delegation visits. If officials will be involved, then adhering to rules of diplomatic protocol, such as the rules of rank, order and precedence; flag order, proper introductions; and the use of correct titles, are absolutely essential in order to preserve and develop positive relationships. If protocol is done effectively, no one notices because it happens in a void. It is only when there are faux pas, perceived slights and thoughtless behaviors, that one learns that perhaps they should have consulted a protocol resource. I find that many sister city organizations don’t know what they don’t know so if slights occur, it is rarely intentional. The key is avoiding these mishaps.
